MATTHEWS — The Matthews Police Department advises the community to call 911 if you see this man or know his whereabouts.
Detectives obtained an arrest warrant on a charge of second-degree sex offense for Vitaliy Osipov, 34, of Mint Hill.
He is described as a white male, standing 5-foot-11 and weighing 120 pounds.
